Of those three solutions, we were the most pleased with CATSWeb due to the flexibility of the system to manage about any type of workflow process that we could envision in the future, best meeting our current needs, and allowing us to actively involve the users in developing and implementing the solutions to meet their needs.

Most other packages required the vendor to be involved in any improvements, changes, new processes, etc. added to the system. This greatly adds to the total cost of ownership and length of time to add improvements/enhancements.
